Neighborhood Councils
In 1973, the Oxnard City Council initiated a new program to involve local citizens in governmental decision-making processes in a more systematic and effective manner. This citizen involvement program, designated the neighborhood council organization, recognized the fact that residents can play a major role in the efforts of Oxnard City Government to meet the community’s municipal service needs. The City Council believed the neighborhood council organization could also provide a tool that residents could use in responding directly to those problems and needs, which do not fall within the area of City responsibility or authority.
Oxnard neighborhoods are working together to make our community a cleaner, safer, better place to live. The City of Oxnard has long recognized the importance of public participation in the government processes and aims to establish a neighborhood council in every neighborhood.
Participants in Neighborhood Councils provide focus and coordination at the neighborhood level. Residents in pre-defined neighborhoods are responsible for establishing neighborhood Councils and electing a chairperson to represent their neighborhood in the Inter Neighborhood Council Forum. The INCF normally meets the first Wednesday of each month.
All in all, there are 43 active Neighborhood Councils and 34 Watch Patrols with the City of Oxnard. The Neighborhood Council and Watch Patrol Programs are open to all Oxnard residents over the age of 18 years.
Residents in many neighborhoods are saying NO to graffiti, crime and trash by participating in neighborhood patrols. At the same time, residents are saying YES to being involved in clean-ups, beautification projects and code enforcement. The collaborative efforts of neighborhood volunteers and the City programs have decreased crime and graffiti, removed blight and decay, and improved the appearance of our City.
